Why these changes
Legacy: Candelabra of Tawnos banned
Colorless Tron had been climbing the Legacy meta in both metagame share and win percentage, a trend Wizards says held even under high competitive pressure. Two copies of the deck met in the finals of the Legacy Showcase Challenge, with a third in the Top 8. After that result, the deck's population continued to grow without any corresponding drop in win rate — a combination Wizards describes as particularly concerning.
Wizards chose Candelabra of Tawnos as the target rather than banning around the broader strategy. Their stated reasoning is that the card rarely appears outside of problematically strong combo decks, where it tends to be the highest value-above-replacement card in the list. Banning around it, they argue, risks producing similar problem configurations in the future as new lands and card-draw engines are printed. Wizards also notes that a version of colorless Ancient Tomb decks that does not rely on Candelabra could still be a healthy part of the format — citing Planar Nexus as a card that has powered up the Urza's Tower package before — and that such an outcome would be welcome.
Pauper: Seeker of Skybreak banned
Wizards is banning Seeker of Skybreak in Pauper because of a new combo involving Seeker of Skybreak and Hawkeye's Bow that, based on initial results, is capable of winning extremely quickly. The announcement gives little additional reasoning beyond that early review of results prompted the decision to act.
