Kicker {2}{U} (You may pay an additional {2}{U} as you cast this spell.) If this spell was kicked, draw a card. Fires of Victory deals damage to target creature or planeswalker equal to the number of cards in your hand.

Sep 9, 2022 · You will draw a card only if Fires of Victory was kicked, but it will deal damage to the target creature or planeswalker whether it was kicked or not.
Nov 8, 2024 · If you copy a kicked spell on the stack, the copy is also kicked. If the copied spell is a permanent spell, the token the copy of that spell becomes when it enters is also kicked.
